Figured out what went wrong - operator error :( My permissive to ignite sustainer was set too low. I never reached the expected altitude before the timer expired. Missed it by about 80 feet. Just need to add 1/2 second to comparator & she will go!
Update - 11/12/17: Success! Sustainer lit off exactly as planned! I also put a Z-fold in the booster parachute using the Chute Release in order to reef the chute so it would not drift far and fall faster. Worked perfectly! Booster hit 1903' (similar to last launch). Booster main deployed at 400' and landed about 200' south of away cell. Sustainer recovery also a success. landed about 1200' SW of pad on dirt road. Only disappointment was the altitude - expected 5500 but only hit 3729'. Wind/rail tilt (7 degrees) certainly played a role in loss of altitude but still really happy with launch & recovery!

The RRC3 did exactly what I programmed it to do, fire igniter if & only if the sustainer was above 800 feet at 2.0 seconds into flight. Since it wasn't at or above 800 feet, it did not meet permissive. It was only at 715 feet at the 2 seconds into flight. It didn't reach 800 feet until bout 2.3 seconds into flight. FAIL! I just added 0.5 seconds to correct problem (or I could reduce permissive altitude). Either will work! I just didn't look at the sim projections close enough - user error!
